For general fishing in New South Wales you will require a recreational fishing licence. These are available online at

However on the “Head Hunter” the Bermagui charter boat you do not need one while fishing on the boat as it has whats referred to as a “block licence” that covers anyone who is onboard with a licence during a charter.
